This is the download page for Matlab products.

Matlab R2019a and newer are too large to be burned to DVD. Use your operating system's native tools to mount the provided disk image (usually, double-clicking will work), then install the software from the mounted image (there will be a "setup" or "install" file in the root of the image).

These files are not for end users. End users who are licensed by Software Licensing to install Mathworks products can download them from Mathworks' web site.
